By experts explosives placed in middle of tunnel could really cause hole in wall, and flooding of tunnel, but its highly unprobable, because of thick concrete walls reinforced by steel. And also possibility of flooding manhattan throught this sabotege is neglible.. Island is of course higher than Hudson river, and water wont flow up..
